Qatar Driving License Guide: Direct Exchange, Test Tiers & MOI Procedures

Licensing Authority: General Directorate of Traffic (MOI)  |  Governing Statute: Law No. 19 of 2007 (The Traffic Law)

Motor vehicle operation within the State of Qatar requires an authorized driving credential issued by the General Directorate of Traffic under the Ministry of Interior (MOI). Governed by Law No. 19 of 2007, the licensing process varies depending on the applicant’s country of original licensure, profession listed on their Qatar ID (QID), and prior driving experience. While citizens of GCC nations and select bilateral treaty countries qualify for immediate direct exchange, most expatriate applicants must complete mandatory practical curriculum hours at licensed driving academies.

Licensing Dimension Statutory Provision & Legal Standard
Minimum Statutory Age 18 years for private light motor vehicles and motorcycles; 21 years for heavy transport vehicles
GCC Direct License Conversion Direct exchange without theoretical or practical testing for valid Saudi, Kuwaiti, Bahraini, UAE, or Omani license holders
Standard Expatriate Validity 5 years for non-Qatari residents (10 years for Qatari nationals), renewable via Metrash2
Official License Issuance Fee QAR 250 for 5-year expatriate license (+ QAR 50 for eye test at accredited clinics)
Direct Test Option (No Course) Available exclusively to holders of qualifying national licenses upon Traffic Department approval

1. License Conversion & Eligibility Categories

The General Directorate of Traffic classifies applicants across three procedural pathways:

  • Category A: GCC License Holders (Direct Exchange)
Holders of an active driver’s license from Saudi Arabia, Kuwait, Bahrain, the UAE, or Oman can swap their license directly for a Qatari license at the Madinat Khalifa Traffic Headquarters without taking driving lessons or road examinations.
  • Category B: Approved Western & Treaty Countries
Holders of valid national driving licenses from select European nations, the UK, the United States, Canada, Japan, and Australia may qualify for direct conversion or bypass full courses to undertake a direct road test, subject to case-by-case Traffic Department validation.
  • Category C: Standard Applicants (Driving Academy Enrollment)
First-time drivers and holders of non-treaty national licenses must enroll in an accredited driving academy (such as Dallah, Al Khebra, Doha Driving Academy, or Gulf Driving School) for a full or half curriculum.

2. Driving Academy Curriculum Tiers & Fee Scales

Training fees are standardized across certified driving institutes under the supervision of the Ministry of Interior:

Curriculum Tier Training Hours Target Applicant Profile Standard Fee Range
Full Course (Regular) 40 practical classes Beginners / First-time drivers without prior foreign license QAR 3,350 – QAR 3,900
Half Course (Regular) 20 practical classes Holders of valid national driving licenses from non-exchange nations QAR 2,400 – QAR 2,800
VIP / Express Training Flexible daily schedule Expedited training with private instructor and vehicle pickup QAR 5,500 – QAR 6,500

3. Step-by-Step Licensing Procedure

To secure a Qatari driving license, applicants must progress sequentially through the following statutory milestones:

Standard Road Test Roadmap

Step 1: Profession & NOC Eligibility — Verify through Metrash2 that your QID profession is not on the Ministry of Interior list of restricted non-driving designations (such as general laborers, security guards, or carpenters).
Step 2: Medical Eye Examination — Complete an authorized vision test at an MOI-accredited optometry clinic or directly within the driving academy.
Step 3: Theory & Hazard Test — Complete digital instruction and pass the computerized Traffic Sign & Road Rules examination.
Step 4: Parking & Manoeuvre Assessment — Successfully execute the automated “L” and box-parking maneuvers tracked by electronic sensory markers.
Step 5: Practical Road Test — Complete the comprehensive on-road evaluation assessed directly by a uniformed Traffic Police licensing officer.

4. Driving Rules for Tourists & Business Visitors

Non-residents entering Qatar on entry visas, Hayya permits, or visa-on-arrival status operate under distinct legal parameters:

  • First 7 Days of Entry: Visitors holding a valid national driver’s license from select countries may operate a rental vehicle for up to seven (7) consecutive days from their arrival date.
  • International Driving Permit (IDP): Visitors carrying an authorized IDP paired with their original home-country driver’s license can drive rental cars for up to six (6) months from entry, or until their entry visa transitions to an expatriate residency permit (QID).
  • Residency Transition Cutoff: Once an individual’s permanent Qatar ID (QID) is issued, they can no longer legally drive using an international permit or home country license. Operating a vehicle post-QID issuance without a Qatari driving license constitutes a serious statutory violation under Law No. 19 of 2007.
